We bought Rose plant (Victory Rose with Hydratech self-watering system) from Safeway Mission Blvd Fremont. We're totally confused what to do with pink paper between outer pot and inner pot. Is pink paper is wick? How to water the plant. Instruction says "Add half-cup of water to water well in outer pot when soil feels dry. Make sure wick is touching water". First confusion is we're not able to figure-out that where is wick. Secondly, we used half-cup of water in outer pot with pink paper but next day found soil dry. So, something is not right. Please guide.

my apologies for the delay. It appears that the pink "paper" was added at the store, inadvertently. it is not part of the HydraTech(tm) self watering system, and actually impedes the process. the wick that is inserted into the bottom of the plant, is the mechanism that connects water from the outer pot to the roots.
